Odisha: Chikun, a 16 years old boy lost his right hand due to negligence of electricity department
Report by Naba Kishore Pujari, Bhubaneswar: While the entire state is mourning for the sad demise of Former Chief Minister, Odisha and Former Governor of Assam, Mr. Janaki Ballav Pattnaik, the story of Chikun is missing everybody’s attention.
Chikun, a 16 years old boy from Dhanitri village under Konark Police Station in Puri District was taking bath in the sub-river Kaduaon 15th March this year. The 11 KV electric wires that was pulled just over the river was connected with Chikun’s right hand and threw him to distance.
Chikun had to lose his right hand from his elbow even though his family members and villagers spared their maximum efforts to treat him in Konark and subsequently in Cuttack SCB Medical College Hospital. But when the doctor diagnosed that his hand is not getting cured, they decided to cut the hand from the arms. On the other hand, when asked to RabindraBehera, the father of Chikun, he said “ We have no money to meet the expense of operation. We are helpless and do not know how to come out of this”.
The villagers have ever been demanding the negligence of electricity department for hanging wires in paddy fields, roads and over water bodies, the negligence threw the life of Chikun into deep darkness, the department has not come out from its sleep. To seek justice against this negligence, Social Activist Dillip Das and Human Rights Activist N.A.Shah Ansari of Konark filed a case before National Human Rights Commission.
However, on 21st April, the doctors had to re-operate Chikun’s hand from the arms as the wound was getting severe as decided earlier. Unfortunately, Mr.JanakiBallavPattnaik , the former Chief Minister of Odisha and the former Governor of Assam died in late night of 20th April, the state government declared a day leave for all government institution to pay homage to the departed soul of Mr. Pattnaik.
But the institutions like colleges where intermediate students were appearing exams did not postpone as it is also a matter of the pupil’s fate. However, the doctors of SCB Medical College, Cuttack were reportedly denied to do operation of Chikun’s Hand as the day was declared leave. Not only in the case of Chikun but all the surgery and risky treatments were also postponed by the doctors at SCB and some other hospitals of the state.
It is pertinent to note that the life of a human being is much more important for all of us and by no means we should afford to miss treatment for a patient who is fighting for his life. After this is being reported, AvtivistMr. N A Shah Ansari has filed a review petition before NHRC to look into the matter and direct stringent action for the government to take for those who have shown apathy and negligence to their services as per the law.
As an intellectual, any one would say, if one thinks that denying treatment against critical injuries in the name of enjoying obituary, this would definitely hurt to the soul of Mr. J.B. Pattnaik who always stood for the poors and people irrespective of caste, creed and religion of his state.
